Job Title: Commissioning Manager
Client –  Defence Infrastructure Organisation (DIO / MOD)  
Rate – Up to £510 per day (DOE) Umbrella Co 

Hours – Typically 37 hours per week 
Location – Aldermaston, Berkshire – Possibly some travel required
Determination – Inside IR35
Duration – 12 Months
Industry – Nuclear, Defence
Security Clearance – Live and active SC or DV Security Clearance

Job Summary:

As a Commissioning Manager with the Defence Infrastructure Organisation (DIO) part of the Ministry of Defence (MOD), you will play a pivotal role in ensuring the successful commissioning of critical projects. You will be responsible for overseeing and managing the entire commissioning process, from planning to execution, and ensuring that all commissioning activities align with project requirements and industry standards. This role requires strong leadership, technical expertise, and effective communication skills to coordinate with various stakeholders and deliver successful outcomes.

Key Responsibilities:

  • Manage Commissioning Process: Oversee the end-to-end commissioning process, from document approval to the execution of commissioning activities.
  • Develop Commissioning Plans: Develop and implement commissioning plans, procedures, and strategies in collaboration with project teams, ensuring compliance with project requirements and industry standards.
  • FAT and SAT Management: Manage Factory Acceptance Test (FAT) and Site Acceptance Test (SAT) procedures, outlining necessary steps, criteria, and performance metrics for successful system commissioning.
  • Team Leadership: Lead and supervise a commissioning team, providing guidance, support, and technical expertise throughout the commissioning process.
  • Collaboration: Collaborate with project managers, engineers, and stakeholders to coordinate commissioning activities, ensuring alignment with project timelines and objectives.
  • Progress Monitoring: Conduct regular progress reviews of commissioning activities, monitoring adherence to schedules, identifying potential bottlenecks, and proposing corrective actions.
  • Quality Compliance: Coordinate with customer quality teams to ensure compliance with Suitably Qualified and Experienced Person (SQEP) requirements, providing necessary documentation and demonstrating expertise in commissioning processes.
  • Execution Oversight: Oversee the execution of commissioning procedures, including equipment installation, system configuration, calibration, functional testing, and performance verification.
  • Stakeholder Coordination: Facilitate coordination and communication between different stakeholders, including clients, contractors, and subcontractors, to ensure smooth and efficient commissioning processes.
  • Risk Management: Conduct risk assessments and develop mitigation strategies to minimize potential disruptions and hazards during commissioning activities.
  • Reporting: Monitor and report on the progress and outcomes of commissioning activities, including performance metrics, test results, and compliance with quality standards.
  • Technical Support: Provide support during commissioning activities, troubleshooting issues, resolving conflicts, and ensuring the successful completion of commissioning tasks.
  • Documentation: Collaborate with the documentation team to ensure accurate and comprehensive documentation of commissioning procedures, test results, as-built configurations, and other relevant records.

Requirements:

To be considered for this role, candidates should meet the following requirements:

  • Professional Membership: Is an associate member of an appropriate professional institution.
  • Qualifications: Holds an appropriate qualification in a relevant discipline, normally accompanied by extensive experience in a commissioning environment.
  • Management Experience: Has a proven track record of managing commissioning arrangements at an appropriate level.
  • Team Leadership: Can lead a multi-discipline team to safely execute the commissioning.
  • Health and Safety: Has excellent awareness of Health and Safety Legislation.
  • Chairing Skills: Ability to Chair a Test and Commissioning Panel.
  • Communication: Communicates effectively with stakeholders, including Facility personnel, vendors, and subcontractors.
  • Project Management: Capable of assignment to one major or multiple minor projects.
