Position – Project Procurement Manager
Type – Contract
Rate – £60.00 per hour Umbrella Co OR PAYE equivalent 
Duration – 12 Months +
Hours – Typically 38 hours per week
Determination – Inside IR35
Security – UK BPSS / SC Security Clearance to be in place
Location – Devonport, Plymouth, UK

Primary Purpose;
Reporting to the Project Procurement Manager the Project Procurement Specialist will have accountability, within a defined scope of materials and/or subcontract services, for the supply chain design, execution, and performance for a Business Unit’s project(s)   

Accountabilities;  
? Establishing project requirements, including those driven by the future bid pipeline.
? Design and engagement of a supply chain that meets project requirements.
? Supporting the delivery of project objectives through the rigorous management of contract and supplier performance
? Assuring Supplier Performance to time, cost and quality for contract requirements against scope of supplier responsibility.
? The Project Procurement Specialist will have responsibility for typically.£10m expenditure within the project(s) scope. 

Principal Tasks and Responsibilities;   
Captures specific project requirements and builds into supply chain requirements against the six step sourcing methodology.  
Design of a supply solution to meet project requirements and maximise performance whilst minimising risk and complexity.
Ensuring that all relevant Customer contract conditions are flowed down to good and services suppliers. 
Maintaining interfaces with Group and Divisional category strategies where they impact upon project.
Managing sourcing, tendering and execution processes in accordance with agreed project deliverables
Leading negotiations with suppliers to ensure that the most cost effective supply solutions are obtained
Ensuring that the Company’s commercial position is best Ensuring that Babcock’s commercial position is best protected through use of agreed terms and conditions of contract; purchase orders and negotiation and agreement of terms in line with scope.
Ensuring that all technical and quality requirements are fully satisfied and that all material and service requirements are supplied in accordance with Project schedules.
Establishing supplier performance monitoring and development initiatives.
Coordination with Operational Procurement team to ensure project requirements are executed on time.
Execution of processes, and interfaces with finance, to ensure on-time payment to suppliers.
Timely provision of management information in line with reporting requirements
Ensure that all technical and quality requirements are fully satisfied and that all material and service requirements are supplied in accordance with specifications provided. Assure appropriate information is provided such as specifications, drawings and quality requirements            
Support to bids and business growth activities as required.
Proactively manages elements of the Make or Buy Process to enhance business outputs.  

Key Success Criteria; 
   
Performance of the supply chain that enables and enhances the delivery of the project to the end customer.
Securing measurable value in terms of direct cost savings, cost avoidance, improved timescales and revenue growth as appropriate against a structured business case methodology.    
Ensuring a strong health, safety and environmental ethos is applied throughout the supply chain.
Excellent project stakeholder relationships.   
Effective communication with Category Management and Operational Procurement teams. 
Contributing to the creation and implementation of a strategically integrated supply chain which delivers innovation and growth.

Qualifications and Experience Requirements;  
Qualified to degree level or equivalent.
MCIPS or equivalent professional qualifications.   
Experienced procurement practitioner with knowledge of current strategic procurement techniques and (Relevant experience in Sourcing & Procurement)
Experience of working in complex project environments.
Proven track record of delivering excellent supply chain performance.
High quality communication ability, both written and orally.
Understanding of contract terms and conditions and the ability to manage subcontract terms including flow-down terms from customer contracts
Deep understanding of planning and implementing supply arrangements, managing supplier performance and scheduling of deliveries.
Understanding of cost models, for example in relation to the NEC models, familiarity with accounting practices, commercial audits, forecasting and valuations and supplier costing models
Delivery focussed with a pragmatic, hands-on approach that enables strategies to be fully executed.
Able to work in cross functional teams and manage stakeholders in an operational environment.
